Currently, when a user selects a predefined source list and locks it, the system still auto-creates new source tags whenever an applicant applies from a custom source code/new job board.

Because these system-generated sources count against the user's 250-source limit, clients could run out of slots despite explicitly trying to restrict their list.

Requested Solution:

When a source list is locked, any incoming applicant with an unlisted tag should automatically bucket into a generic "Other" or "Unlisted" category rather than creating a brand-new source that eats into their limit.
